I comment though because ...Thanks for the link(s)! I comment though because I don't know if I'd characterize it as Kagame's failure to develop Rwanda's legal system. Indeed Rwanda's already done a lot to work on it (e.g., they're shifting from civil code to a more common law/civil code mix, as well as from French to English!). And what hasn't happened yet is not insignificantly due to manpower shortages (the reason there are so few lawyers is because of the deaths and displacements of the intelligentsia during the genocide). <br /><br />The issue is more that when his government decides what policies the law should codify, they are ultimately not sufficiently liberty-enhancing. (Although to be fair, in some ways human rights are better protected in Rwanda than in some of their neighboring countries.
